Protecting Out Riverways

Citizens of the 33rd District know there is an urgent need to protect our riverways.  The Ozark National Scenic Riverways are a vital part, not only to the economy, but to the lives of the citizens in this district and those who frequent the Current and Jacks Fork Riverways.

I have drafted Senate Concurrent Resolution 22 in hopes of addressing some concerns that plague residents and business people in our area. Since the Ozark Scenic Riverways were established by the federal government, a usage plan has been done every 20 years. The research for a new usage plan was started in 2005 and four different versions have been drafted. I support making no changes to the riverways current National Park Service (NPS) Usage Plan. Some of the proposed changes will affect nearly every aspect of the use of this beautiful natural attraction.

Currently, the Ozark National Scenic Riverways is operating under the General Management Plan. That plan allows opportunities for recreational use, managerial methodology for access, and development designed to successfully achieve the national riverways’ purpose. However, the NPS is currently proposing a new plan, urging the adoption of the “Preferred Alternative” Management Plan.

Did you know some of the proposed changes include obtaining permits to conduct baptisms? Permits would also be required for organized groups on horseback gathered to clean the river and a $50 permit would be required for any professional photographer who wishes to take even one photo on the land.  Boat traffic would be eliminated in some areas and restrictions placed on boat motor horsepower in other areas. Some camping venues would be removed, and some of the most popular destinations, deemed to be used too much, would be closed. These are just a few of the changes detailed in the proposed plans.

In Senate Concurrent Resolution 22, I ask Missouri legislators to use their voices to speak against the changes proposed by the National Park Service. I also feel the riverways may best be served if they were returned to the Missouri Department of Conservation and our Missouri Department of Natural Resources; the State Parks Division is in a much better position to maintain and operate the area. I also feel that they are in a better position to consider the needs of local people and better understand the economy.

I held two meetings seeking public comment on the matter, as it truly does affect each of us.  I also encourage constituents to go to www.parkplanning.nps.gov , click on Ozark Scenic National Riverways, and leave comments so your voices may be heard in this matter.
